Open Space Committee March 22, 2006/7:30 pm
Eastham Town Hall
Present: Judy Brainerd, Bob Cook, Laura Freeman, Sue Horton, Glen Collins and Katelyn Merrill
Approval of Meeting Minutes: Glen moved and Sue Horton seconded to approve the February 15, 2006 meeting minutes APPROVED: unanimously
Glen moved and Sue Horton seconded to approve the CPA site walks meeting minutes APPROVED: unanimously
Land Acquisition
Crary Property:
There were a few problems with this land purchase. The main problem being there was no dollar figure put on the property. The CPA cannot negotiate a price but they did talk about ball park prices with Mr. Crary. The other issue is that the parcel does not rate high on the rating method for desirable open space. This CPA proposal was not accepted at this time.
Nauset Road LLC
This property did not have a clean 21E and there was not a clear plan for the future of this property if the town bought it. This application was not recommended by the CPA at this time because of a lack of information.
The Open Space CPA Application
The CPA Committee approved our application minus the contingency fund and the bench. The Recreation Committee however voted unanimously against supporting our proposal.
Open Space Management
Bridge Status:
Variance- Sheila and Katelyn are going to Boston on Monday to the ADA hearing to appeal our denial.
Site Visit with Potential Bidders- There were six contractors at the site visit. There were some questions and discussion about the actual construction. The biggest question was whether or not they could switch to helical screws. They were told to bid on the plan and extended the deadline for bids to March 30th. There are seemingly 4 serious contractors.
Old Business
O.S. Committee Membership
Bob Cook is visiting the Committee tonight. He has been to the BOS and expressed interest in joining the open space committee, but he has not been appointed yet.
New Business
Katelyn announced we have $775 from the Green Grant to spend on a sign. The deadline is August 3rd. It can be any sign – trailhead, interpretative etc. We have to have a booth in Falmouth to present our project aimed at kids at the Barnstable County Earth Day Celebration in Falmouth.
1651Forest
The Eastham Hiking Club toured the Forest.
Conservation Commission
Glen reports they had the worst public hearing in the history of the town last week. There were some very stressful hearings and unreasonable applicants. It was an awful meeting.
Community Preservation Act Committee
See Land Acquisition above. Next meeting will probably be the last one before town meeting.
New Charge
Judy handed out our new charge from the BOS. It basically takes out any reference to the Land Bank. Discussion ensued with respect to revisiting and updating our list of prioritized land acquisition wish list.
